The need to comply with health and safety regulations in all sections of the aviation industry has been highlighted by the publication of new guidelines.
According to the Health and Safety Executive (HSE) there are a number or risk factors involved in baggage handling at airports.
The guidelines highlighted the amount of manual handling involved and the operating systems that are employed as potential safety risks.
It follows an announcement from the HSE that its "continued involvement" with the industry contributed to the lower 23-25kg recommendations for individual bag weight.
Nick Ratty, head of the HSE's transportation and safety unit, said: "This is an ongoing international issue and HSE has always said that manual handling should be avoided altogether where practicable.
"Basic handling equipment can help reduce the need for manual handling, however HSE is aware of reports of such equipment not being used due to cost issues, or in-hold equipment being removed from aircraft due to its weight and size."
